Will the government do whatever it takes to make sure everyone gets care that they need, or want?

Original Question:
Will the government do whatever it takes to make sure everyone gets care that they need, or want? For example...experimental therapeutics/trials...sometimes insurance says yes sometimes no. What is the ACA's position on this as compared to private insurance companies?

I don’t think the government will do whatever it takes. In some instances they will make sure the opportunity for care exists – but it may not be the care the patient wants. The ability of an insurance company to sometimes accept and sometimes decline is likely not to change following the ACA because, although the insurance company won’t be able to restrict who buys their insurance, they still make coverage decisions and determinations.
